Menas was a pagarch who harassed and terrorized the villagers of Aphrodite with an army of brigands, country folk and soldiers. By Menas' time the phenomenon of military mistreatment was given a new twist in the shape of the bucellarii, soldiers technically under the command of the imperial authorities who could hire themselves out to powerful land owners to be virtually private armies.
